Developments over the Fukushima Daiichi Nuclear Power Plant Accident
On May 31, the Tokyo Electric Power Company (TEPCO) announced that recycling cooling equipment for the spent nuclear fuel pool in Unit 2 at the Fukushima Daiichi Nuclear Power Plant (NPP) had been installed and started to work. This equipment is to pull the pool water into a heat exchanger installed outside the reactor building and to cool it down with air-cooled water. This is the first recovery of a stable cooling system at the Fukushima Daiichi NPP since the March 11 accident. As the equipment reduces vapor from the pool, lowering of the humidity level in the reactor building and development of work efficiency can be expected. In the NPP, cooling equipment will also start to work in Units 1 and 3 by the end of June, and in Unit 4 by the end of July.

On June 1, an International Atomic Energy Agency (IAEA) team, which had been visiting Japan since May 24 to investigate the Fukushima Daiichi NPP accident, submitted an outline of its report to the Japanese government. For the investigation, the team had visited the Fukushima Daiichi NPP, the Fukushima Daini (second) NPP and the Tokai Daini NPP, and interviewed those concerned in the accident including employees of TEPCO and officials of METI and MEXT. The report admitted that the accident had occurred because tsunami waves had caused the loss of almost all power sources, even though the operational reactors had automatically shut down after the earthquake. While appreciating the work and measurements for safety after the accident, the report pointed out the underestimated tsunami hazard and the necessity of nuclear regulatory independence and clarity of roles.

Road to Recovery
Prime Minister Kan Delivered Speech and Attended G8 Summit
On May 25 (Japan time 26), Prime Minister Naoto Kan delivered a speech at a forum of the Organization for Economic Cooperation and Development (OECD) and said that Japan would radically review its basic energy plan. In addition to the present two pillars of nuclear power and fossil fuels, renewable energy and energy efficiency would be added. He said that Japan would engage in drastic technological innovation to increase the share of renewable energy in the total electric power supply to at least 20% by the earliest possible time in the 2020s and that for that purpose Japan would aim to install solar panels on the roofs of all 10 million houses capable of receiving them.

Mr. Kan attended the G8 summit held in Deauville, France, on May 26 and 27. At the working luncheon on May 26, he explained what Japan has been doing about the Great East Japan Earthquake, the Fukushima Daiichi NPP accident, and other serious matters. He said that Japan would provide the international community with all the information on the nuclear accident with the utmost transparency. Mr. Kan also said that Japan would create an ideal new society in the 21st century, with four targets in its energy policy: (1) improving nuclear safety, (2) drastically reducing fossil fuel’s environmental load, (3) exponentially expanding the use of renewable energy, and (4) thoroughly pursuing energy-saving potential.

Second Set of Guidelines for Nuclear Compensation Decided
The Dispute Reconciliation Committee for Nuclear Damage Compensation, a government panel studying damage compensation for people affected by the Fukushima Daiichi NPP accident, on May 31 came up with its second set of guidelines. Following the first set decided on April 28, the second set included damage from rumors of radioactivity in agriculture, forestry and fisheries industries, and also the tourism industry, to be covered by the compensation scheme. The target agricultural, forestry and fishery edible products are those in the areas where producers were restricted from shipment or requested to voluntarily restrict shipment by the end of March. As for tourism, the targets include cancellation of reservations at hotels or leisure facilities whose business bases are in Fukushima Prefecture.

TEPCO Starts Provisional Payments
On May 31, TEPCO started to make provisional payments for those in the agriculture, forestry and fisheries industries affected by the Fukushima Daiichi NPP accident and forced to limit their shipments. TEPCO’S payment on that day amounted to about 500 million yen. On June 1, the utility company started to receive applications for provisional compensation up to 2,500,000 yen from small and medium-sized companies that have been damaged by the nuclear accident.
