Developments over the Fukushima Daiichi Nuclear Power Plant Accident
On May 18, the Tokyo Electric Power Company (TEPCO) announced its estimation that about 100,000 tons of water contaminated by radioactive materials had accumulated in the basements of the reactor buildings and other parts of the Fukushima Daiichi Nuclear Power Plant (NPP). As about 500 tons of water needs to be injected every day to cool the reactors down, TEPCO is preparing to start “circulating injection cooling,” which removes radioactive materials and salt from the ever-increasing contaminated water to reuse it for cooling the reactors down, by the middle of June.

On the other hand, TEPCO started on May 19 to transmit highly-radioactive water accumulated in the basements of the Unit 2 and Unit 3 buildings and other parts to intensive waste disposal facilities on the premises for temporary storage, with a view to preventing contaminated water from flowing into the sea and to carrying on restoration smoothly. The amount of contaminated water, however, reached the planned amount, and transmission has now been suspended.

In the meantime, on May 21, a “mega float,” a huge man-made floating island made of steel, 136 meters long, 46 meters wide and three meters high, arrived at the Fukushima Daiichi NPP. The large-scale floating structure is hollow and can hold about 10,000 tons of contaminated water. TEPCO is planning to use the mega float for temporarily storing water contaminated with lower-level radiation, after a security check by the Nuclear and Industrial Safety Agency (NISA) of the Ministry of Economy, Trade and Industry.

On May 23, TEPCO submitted a report to the NISA on the analysis of the reactor data gathered immediately after the earthquake. The report analyzed the conditions of nuclear fuels in two possible scenarios: (1) the water levels in the reactors were maintained at certain levels as indicated by the water gauges, and the nuclear fuel was partly in water, and (2) the water levels were actually lower than the indications and all the fuel was out of water. The report concluded that either a part or the whole of the fuel melted. In the case of scenario (2), most of the fuel in Unit 2 would have melted down into the pressure vessel and damaged the vessel 101 hours after the occurrence of the quake, and in Unit 3, 60 hours. Taking account of the current temperature readings around the pressure vessels, however, TEPCO said, “It is estimated that most of the fuel was in the pressure vessels, and stable and continuous injection of water is working to cool the reactors down; no further development of the situation can be expected.”

On May 23, an International Atomic Energy Agency (IAEA) team came to Japan to investigate what is happening at the Fukushima Daiichi NPP and what caused the accident. The team will be in Japan until June 2, holding hearings of people concerned in the government and TEPCO, and will submit the outline of its findings to the Japanese government on June 1.

Japan-China-ROK Trilateral Summit
On May 21, Chinese Premier Wen Jiaobao and ROK President Lee Myung-bak arrived at Sendai Airport one after the other, visited Natori City, Miyagi Prefecture, which was damaged by the tsunami, and laid wreaths. After that, the two leaders, together with Prime Minister Naoto Kan, visited an evacuation center in Fukushima City to which residents around the crippled Fukushima Daiichi NPP had evacuated, and encouraged the evacuees. They also tasted Fukushima-produced cherries and other food. On May 22, Prime Minister Kan had talks with Premier Wen and President Lee at the State Guest House in Tokyo and announced a “Summit Declaration,” which stated that the three countries would develop trilateral cooperation in such fields as disaster management and nuclear safety, economic growth, and environmentally sustainable development. At a joint press conference after the summit, Prime Minister Kan expressed his gratitude for Premier Wen and President Lee’s visits to Miyagi and Fukushima prefectures, saying that the action of the two leaders had had a very positive effect on Japan’s reconstruction.

On the same day, Prime Minister Kan had separate talks with each of the two leaders. At the Japan-China summit, Premier Wen said that China would ease its import ban imposed on food of 12 prefectures and eliminate Yamanashi and Yamagata prefectures from the list, and that China would take measures seeking to restore the number of Chinese visitors to Japan. At the Japan-ROK summit, the two leaders agreed to further cooperate in such fields as nuclear safety, disaster management, reconstruction and tourism.
