Numbers of Victims and Evacuees
Two months have passed since the occurrence of the Great East Japan Earthquake on March 11. The National Police Agency confirmed that as of May 11, the Earthquake had left 14,981 people confirmed dead and 9,853 listed as missing. Across the country, more than 115,000 people are still living in shelters.

Developments over the Fukushima Daiichi Nuclear Power Plant Accident
In the Fukushima Daiichi Nuclear Power Plant, workers entered the reactor building of Unit 1 on May 5, for the first time after the hydrogen explosion on March 12, and put the air clean-up system into action by setting a ventilation hose pipe. In the gray of the morning of May 9, a total of nine people from the Tokyo Electric Power Company (TEPCO) and the Nuclear and Industrial Safety Agency (NISA) stayed in the Unit for about thirty minutes to measure radiation doses. This kind of preparation is leading toward the stable cooling of the reactors.

On May 10, residents of the “No-entry Zone,” or the areas within a 20-km radius of the Plant, were first allowed to make a brief return to their homes. Those who returned at this time were a total of 92 people from 54 households in the village of Kawauchi. Wearing protective gear to keep out radioactive materials, the residents brought out their valuables including family photos and ancestral memorial tablets under a two-hour time limit. A similar brief return will be conducted for residents of eight other municipalities in the No-entry Zone.

Prime Minister Naoto Kan requested the Chubu Electric Power Co., to shut down the Hamaoka Nuclear Power Plant in Omaezaki City, Shizuoka Prefecture, on the grounds that the power plant is located in an area covering the anticipated epicenter of a Tokai earthquake that has a very high probability of occurring. In response, Mr. Akihisa Mizuno, President of the utility company, held a press conference on May 9 to announce that the company would suspend all the nuclear reactors of the plant within a few days, saying “We judge that the request of the prime minister is significant.” The suspension will continue until measures against tsunami are taken. The company will hurriedly build a bulwark, which may take 2-3 years.

At a press conference on May 10, Prime Minister Kan expressed his idea of discussing the future energy policy in the direction of reducing dependence on nuclear power. He said that Japan would review its Basic Energy Plan estimating that nuclear energy will account for half the total electricity generation in 2030, and that regarding renewable energy as a key energy and creating an energy-saving society would be the major pillars.”

Road to Recovery
The First FY2011 Supplementary Budget
On May 2, the first FY2011 supplementary budget bill for recovery and reconstruction from the Great East Japan Earthquake passed the Diet. The budget totaling 4,015,300 million yen will be financed by using a part of the contingency funds meant for economic crises, diverting basic pension funds, reviewing highway toll rates and other means, and will be used for reconstructing roads and fishing ports, disposing of debris, constructing temporary housing, and other purposes.

Visit to Afflicted Areas by Their Majesties
Following their visits to evacuation centers in Miyagi Prefecture on April 27, Their Majesties the Emperor and Empress visited evacuation centers in Kamaishi City and Miyako City in Iwate Prefecture. They encouraged evacuees and inspected tsunami-afflicted areas in the prefecture from a Self Defense Force helicopter. As it was announced on May 7 that the Cultural Heritage of Hiraizumi, Iwate Prefecture, together with the Ogasawara Islands of Tokyo, would likely be designated as UNESCO World Heritage sites in June, evacuees in the prefecture were encouraged by these two pleasant events. On May 11, Their Majesties also visited Fukushima Prefecture.

Volunteer Activities
On May 10 the government announced that during the consecutive holidays (April 29 – May 8), the number of volunteers who worked in the disaster-affected Iwate, Miyagi and Fukushima Prefectures reached 80,000 all told. The average number per day was 8,000, some 2.2 times larger than the figure of 3,600 before the holidays.
