Cause of Death and Breakdown of Victims
On April 19, the National Police Agency announced that the postmortem results of 13,135 people confirmed dead in Iwate, Miyagi and Fukushima prefectures within a month from the occurrence of the Great East Japan Disaster showed that more than 90% of them died from drowning. The results again highlighted the enormity of the tsunami damage, apparently different from the damage caused by the Great Hanshin-Awaji Earthquake when more than 70% of the victims were suffocated or crushed to death by collapsed houses or buildings. It was also revealed that the elderly accounted for a very high rate among the dead; about 65% of them, over 80% of whose identity was confirmed, were 60 years or older.
Evacuation Order and Compensation concerning Fukushima Daiichi Nuclear Power Plant Accident
The government set the areas within a 20-km radius of the crippled Fukushima Daiichi Nuclear Power Plant as a ¡°No-entry Zone¡± in accordance with the Disaster Countermeasures Basic Act. No one can, in principle, enter the zone effective 12:00 midnight on April 22. In addition, the government announced in the morning of April 22 ¡°Planned Evacuation Zones,¡± covering the whole or parts of five cities or towns outside the 20-km radius, from which evacuation would be required by the end of May, and also ¡°Emergency Evacuation Preparation Zones¡± whose residents are required to be so prepared that they can evacuate out to other places or prefectures in an emergency.
On April 26, Mr. Banri Kaieda, Minister of Economy, Trade and Industry, held a press conference after the Cabinet Meeting and announced that the Tokyo Electric Power Co., would start handing out provisional damages payments to those who are evacuating because of the nuclear accident. From April 26 on, one million yen per household (750,000 yen per single-person household) have been paid for the residents who lived within a 30-km radius of the plant and the residents within the ¡°Planned Evacuation Zones.¡± Mr. Kaieda said that the government would come up with a comprehensive compensation scheme in light of the first guidelines that would be accepted on April 28 by a ¡°Government Screening Panel on Disputes for Compensation for Nuclear Accidents.¡± At its meeting on April 22, the panel showed its draft guidelines that are meant for areas within a 20-km radius of the Fukushima Daiichi Nuclear Power Plant, the Planned Evacuation Zones, and the Emergency Evacuation Preparation Zones. The scope of the compensation includes transportation costs, reduced income because of business difficulties and work impossibilities, loss of asset values including farm animals, and also mental suffering that was not covered when a nuclear plant in Tokai, Ibaraki Prefecture, operated by JCO Co., caused a criticality accident in 1999.

Reconstruction Design Council
On April 23, the ¡°Reconstruction Design Council,¡± a private advisory body of Prime Minister Naoto Kan to discuss reconstruction plans, held its second meeting and the governors of seriously-damaged Iwate, Miyagi and Fukushima Prefectures attended and stated their opinions. Mr. Yoshihiro Murai, Governor of Miyagi Prefecture, referred to the establishment of a ¡°Special East Japan Reconstruction Zone¡± in the afflicted areas where regulations are relaxed and taxes are reduced, and also to financial resources for reconstruction including taxes to cope with disaster. Mr. Takuya Tasso, Governor of Iwate Prefecture, showed his prefecture¡¯s basic rehabilitation plan and requested a large-scale budget planning for reconstruction by making the reconstruction of the Tohoku region a national project. Meanwhile, Mr. Yuhei Sato, Governor of Fukushima Prefecture, requested the nuclear accident to be put under control as soon as possible and a special law enacted that stipulates comprehensive compensation and rehabilitation measures, saying, ¡°The nuclear disaster is still ongoing.¡± The council will come up with its first recommendations by the end of June.
Temporary Houses
On April 25, the Ministry of Land, Infrastructure, Transport and Tourism announced that about 30,400 of about 72,000 temporary houses now being requested will be completed by the end of May. Prime Minister Kan at the House of Representatives budget committee meeting on April 26 said, ¡°The government will do its utmost so that everyone who wants to move to a temporary house will be able to do so by around August 15 at the latest¡± (Yomiuri Shimbun, April 27). Mr. Ritsuo Hosokawa, Minister of Health, Labour and Welfare, also expressed his idea of extending the occupation period of temporary houses, which is now up to two years in principle.
Restoration of Tohoku Shinkansen Line
The Tohoku Shinkansen Line, whose service has been halted in some parts because of the disaster, started its operation in the morning of April 25 between Tokyo and Sendai after one and a half months. As the Sendai-Ichinoseki (Iwate Prefecture) service will be restored on April 29 just before the Golden Week consecutive holidays, the entire Tohoku Shinkansen Line will be in full operation.
Visit to Miyagi Prefecture by Their Majesties
Following their visits to evacuation centers in Tokyo, Saitama, Chiba and Ibaraki Prefectures from late March to last week, Their Majesties the Emperor and Empress on April 27 visited evacuation centers in Minami Sanriku-cho, which was devastated by the March 11 tsunami, and Sendai City, to encourage the evacuees. At the gymnasium of Utatsu junior high school of Minami Sanriku-cho, where there are about 200 evacuees, Their Majesties knelt to speak with them.
