The National Police Agency confirmed that as of 10:00 a.m. on April 15, the Great East Japan Earthquake and its aftershocks had left 13,538 people confirmed dead and 14,589 listed as missing.

Generous Assistance from Foreign Countries and Prime Minister Naoto Kan’s Message of Gratitude
According to the Ministry of Foreign Affairs, 35 international organizations as well as 135 countries and regions have expressed their intention to extend assistance. Emergency disaster teams, medical teams and nuclear experts from 20 countries and regions have already visited devastated areas. Most of them, however, have already left Japan. Besides assistance via the Foreign Ministry, donations and relief goods from the Red Cross and Red Crescent societies, and non-governmental organizations of foreign countries have been coming to Japan one after another (The Mainichi Shimbun, April 15). On April 11, in a message entitled “Kizuna – The Bonds of Friendship,” Prime Minister Kan expressed his gratitude, saying “This one month since the great earthquake has been an extremely arduous time for Japan. Yet at the same time, it has been a period during which Japan has once again realized, and once again given thanks, that we stand together with the world. . . . On behalf of the people of Japan, I extend my heartfelt thanks for such assistance from all around the world.” “There is no doubt that Japan will recover, become vibrant again, and become an even more marvelous country. In living up to the cordial encouragement and solidarity extended to us by the international community, I consider walking down the road to such a rebirth to be incumbent upon us, and the best way for Japan to reciprocate your kind concern,” he continued to express his determination for reconstruction.

Fukushima Daiichi Nuclear Power Plant
While aftershocks continue day after day, at the Fukushima Daiichi Nuclear Power Plant, which was seriously damaged by the Great East Japan Earthquake, desperate efforts have been going on to cool down the reactors and spent nuclear fuel pools. The government, meanwhile, announced on April 11 that it would set up further “planned evacuation areas,” designating areas which are outside the original evacuation order within the 20-km radius of the Fukushima Daiichi Nuclear Power Plant and where the amount of cumulative radioactive substances is locally high due to such conditions as wind direction, weather and geography. The Nuclear Industrial Safety Agency of the Ministry of Economy, Trade and Industry, on April 12, transitionally raised the International Nuclear Event Scale (INES) from level 5 to level 7 for the Fukushima Daiichi Nuclear Power Plant. This judgment was based on the estimation of the Nuclear Safety Commission that after the accident substances with maximum 10,000 terabecquerel radioactivity per hour were released for several hours. The commission, however, says that the present amount of radioactivity has been decreased to about one terabecquerels. NISA estimates that the total amount of the leakage is about 10% that of Chernobyl, whose INES rating was also level 7.

Movement toward Recovery
On April 11, one month after the disaster occurred, Prime Minister Kan set up a “Reconstruction Design Council,” chaired by Mr. Makoto Iokibe, President of the National Defense Academy, and composed of experts, to discuss reconstruction plans. The Council, including the Governors of the severely damaged Iwate, Miyagi and Fukushima prefectures, and also city planning experts, will widely discuss blueprints for the reconstruction of the devastated areas and submit a recommendation to Prime Minister Kan. According to The Nikkei on April 15, at the Council’s first meeting held on April 14 at the Prime Minister’s Office, Mr. Kan requested, “Discussion to be held will make a first step toward Japan’s reconstruction. We should not simply return the area affected by this disaster to the way it once was – we should rather create a new future for our society.”
